Senior Systems Engineer

Functional Responsibility:  Independently performs a variety of network design and engineering tasks that are broad in nature regarding the design and implementation of integrated networks, including support personnel, hardware, software and facilities and/or equipment.  May supervise a team of Telecom Specialists and Network Installers through project completion.  Plans and performs network engineering research, design development, and other assignments in conformance with network design, engineering and customer specifications.  Responsible for highly complex technical/engineering projects.  Coordinates the activities of Telecom Specialists and Network Installers assigned to specific network engineering projects.  Education/ Experience:  Bachelor’s Degree in related field or 5 to 7 years equivalent related work experience.

Network Installer/Integrator 

Functional Responsibility:  Works under the supervision of a variety of technical supervisory positions to perform a range of network engineering tasks that are broad in nature regarding the design and implementation of integrated networks, including personnel, hardware, software, facilities and/or equipment.  Supports the planning and performance of network engineering research, design development, and other assignments in conformance with network design, engineering and customer specifications.  Supports the technical/engineering part of a networking project assigned to higher-level engineers.  Education/Experience: 0 to 2 years of related work experience.

Telecommunications Specialist

Functional Responsibility:  Evaluates and maintains existing or proposed integrated telecommunications systems.  Analyzes the business needs of user communities and recommends integrated networking solutions.  Coordinates the design, installation and maintenance of hardware and software systems.  Monitors the operations of integrated telecommunications systems, particularly in heterogeneous networking environments.  Ensures existing network/inter-network systems are operational. Ensures new network/inter-network requirements are met.  Keeps abreast of developments in open systems environment standards and technologies.  Interacts with vendors, keeping up with new products.  May supervise a staff.  Education/Experience:  Bachelor’s Degree in related field or 3 to 5 years equivalent related work experience.

Systems Analyst

Functional Responsibility:  Under general supervision, performs systems analysis of computer and communications/network systems.  Installs/implements computer operating systems, network and application software, and computer/network hardware.  Provides hotline support to customers.  Possesses keen troubleshooting skills.  Performs systems analysis of computer and networking systems.  Provides overall integration of all systems peripherals so that they operate correctly within a predefined environment.  Develops technical documentation detailing the installation process.  Education/Experience:  Bachelor’s Degree in related field or 3 to 5 years equivalent related work experience.

Network Engineer I

Functional Responsibility:  Works under the direction and supervision of higher-level network engineers in one or more of the following network areas: network architectural design, network topologies, network integration, network interoperability, network implementation, network analysis, telecommunications technologies, network security, network hardware and software, and network protocols. Performs routine tasks associated with specific aspects of these network areas.  Examples of these routine tasks include the installation and configuration of local area network hardware such as hubs, routers, switches, and bridges as well as the development of as-built drawings utilizing technical drawing packages such as Visio.  Education/Experience:  Bachelor’s degree in a technical discipline with three years experience in network implementation. 

 

Network Engineer II

 

Functional Responsibility: Has broad knowledge of multiple aspects of telecommunications network architectures. After receiving only general work direction from higher-level network engineers, works independently to perform work involving several of the following network areas: network architectural design, network topologies, network integration, network interoperability, network implementation, network analysis, telecommunications technologies, network security, network hardware and software, and network protocols.  Performs complex tasks associated with specific aspects of these network areas.  Examples of these complex tasks include installation and configuration of network operating system software such as Windows NT and logical and physical network design for segments of a larger network. Assigned overall project coordination responsibility for smaller projects requiring limited personnel resources and restricted to one or more buildings in a single city or government facility.  Education/Experience:  Bachelor’s degree in a technical discipline with seven years general experience and four years experience in network design, installation, upgrade, operation and/or maintenance.

 

Network Engineer III

 

Functional Responsibility:  Has extensive knowledge and experience in multiple aspects of telecommunications network architectures and as such is an expert in TIA/EIA standards and BICSI network design and implementation practices.  Provides senior-level expertise, technical direction and supervision to junior network engineers in network architectural design, network topologies, network integration, network interoperability, network implementation, network analysis, telecommunications technologies, network security, network hardware and software, and network protocols.  Uses experience and technical judgment to resolve complex network issues even in the absence of conclusive analytical data.  Examples of these complex issues are sporadic network failures and response degradation.  Develops technical analyses white papers, and research on specific network performance and design considerations including alternative solutions and associated costs.   Provides senior specialty network engineering talent for specific network technology areas.  May supervise or manage large, highly complex network architectural design and implementation projects involving multiple geographic locations and significant resources.   Education/Experience:  Bachelor’s degree in a technical discipline with ten years general experience and six years experience in network design, installation, upgrade, operation and/or maintenance.

Database Engineer I 

Functional Responsibility:  Works under the direction of higher-level database engineers on the data analysis, database design, and development activities for segments of new databases and database conversions.  Develops and tests both logical and physical database designs.  Reviews the logical and physical designs of existing databases and makes recommendations to increase efficiency.  Works with end-users to identify data requirements.  Possesses knowledge in database management systems such as Oracle, SQL Server, Sybase, Informix, etc.  Education/Experience: Bachelor’s degree in a technical discipline with three years experience in database development.

Database Engineer II

Functional Responsibility:  Designs, develops, and implements complex relational databases consisting of multiple tables and data types.  Performs detailed data analysis, database design, and development activities for new databases as well as database conversions.  Reviews the design and monitors the performance of existing databases and performs the necessary database restructuring/modification to ensure maximum operating efficiency.  Works with end-users and information systems development staff to determine data storage and access requirements.  Monitors system growth and recommends appropriate hardware and software expansions. Provides senior technical expertise and guidance to junior database engineers on large-scale development efforts involving diverse data sources.  Has working experience with database management systems such as Oracle, SQL Server, Sybase, Informix, etc.  Education/Experience:  Bachelor’s degree in a technical discipline with ten years general experience and six years experience in database design and development.

Programmer I 

Functional Responsibility:  Develops and tests software tools and subsystems to support limited business applications for specific organizational components.  Debugs and refines software modules to ensure compliance with overall system requirements.  Prepares program level documentation for software modules developed.  Works with SQL and third and fourth-generation languages in the development and testing of program modules.  Possesses knowledge in one or more of the following programming languages and tools:  SQL, C++, Visual Basic, HTML, XML, VB Script, JavaScript.  Receives technical direction and guidance from senior programmers.  Education/Experience:  Bachelor’s degree in a technical discipline with three years programming experience.

Programmer II
